Dr. Owen Kelly is a Defense Medical Examiner (DME) who is hired and paid by insurance companies to offer opinions. As a paid opinion giver, Dr. Kelly is not a treating physician and does not diagnose, prescribe medication, or provide any treatment to patients. As a Defense Medical Examiner, Dr. Kelly has no responsibility to patients and does not face the same consequences as treating physicians if his opinions are wrong. As a Defense Medical Examiner, Dr. Kelly also routinely disagrees with the opinions of treating physicians and offers opinions without meeting patients, taking a medical history, or conducting a physical examination.
